The Transferability of Policy Instruments

Abstract

Policies and policy instruments move between countries with variable luck. This study addresses the transfer of policy instruments based on governance and ecological modernisation to a transnational setting (Russia and Latvia). Through methodological awareness, theretical reflection and a keen eye for the importance of institutional factors, this study seeks to identify the pre-conditions for successful policy transfer.This is the author's doctoral thesis written for his Dr.polit. dissertation at the Faculty of Social Sciences at the University of Oslo.
