This chapter focuses on equality in the realm of housing, and the dilemma raised when universal policy objectives are combined with market mechanisms. More specifically, the focus here is on the equality of opportunities for adequate and affordable housing for immigrants in the Norwegian housing market. The Norwegian Government’s vision for its housing policy is universal in that all people are to have a good and safe home. This policy includes goals to promote housing conditions that further welfare and participation. This is ambitious, but at the same time, it underlines that a home is a fundamental good that should be accessible for all, independent of both income level and background.en_US
