Styrerblikk på foreldreundersøkelser i barnehagen

Abstract

Brukerundersøkelser er vanlig innenfor samfunnets velferdstjenester og kan sees som et verktøy innen resultatstyring. I artikkelen tar vi utgangspunkt i følgende problemstilling: Hvilken påvirkning mener barnehagestyrere at foreldreundersøkelser har på ulike sider ved barnehagens virke, og hvordan vurderer styrere nytten av foreldreundersøkelser i lys av sin profesjonskompetanse? Foreldreundersøkelser kan ses i lys av teori om institusjonelle logikker, her vist gjennom demokratilogikk, markedslogikk og styringslogikk. Logikkene kan forstås som normer, verdier og innarbeidede tenkemåter som styrer vurderinger og beslutninger i organisasjoner. De fleste barnehagestyrerne i vår undersøkelse mener at foreldre gjennom foreldreundersøkelser skal kunne påvirke alle sider ved barnehagens innhold. Spesielt er de opptatt av at foreldre skal ha mulighet for å innvirke på barnehagens pedagogiske innhold. Videre har vi funnet at foreldreundersøkelser sees som et viktig redskap for å høyne kvalitet i barnehagen.

User surveys are common within the community's welfare services and can be seen as a tool in performance management. In the article, we focus on the following issue: What influence do ECEC directors believe that parental surveys have on different aspects of the ECEC institutions work, and how do they consider the utility of parental surveys in light of their professional competence? Parental surveys can be understood trough the theory about institutional logic, shown through democracy logic, market logic, and management logic. These sets of logics can be understood as norms, values and incorporated ways of thinking about assessments and decisions in organizations. Most of the ECEC directors in our survey believe that parents through parenting studies should be able to influence all aspects of content. In particular, they think that parents should have the opportunity to influence educational content. Furthermore, we have found that parental surveys are considered as an important tool to improve quality in ECEC institutions.
