In the homeowner country of Norway, entry into the housing market is synonymous with becoming a homeowner. The discourse around «entering the housing market» is solely about buying a first home and starting an expected upward homeowning career. Almost 80 percent of Norwegian households are homeowners. A significant share of more than 20 per cent is in the rental market for shorter or longer periods, and some are tenants throughout their lifetime. The article presents and discusses findings from a survey of a sample of respondents who were tenants and belonged to low-income households in 2008. The survey was conducted in 2017. By then, two out of three had become homeowners. Data from the survey are supplemented by register data describing respondents through income development as well as education, immigration status, household type and relocation in the period after 2008. Analysis of data from the survey is grouped into owners and tenants in the private and municipal rental sector, and provides insight into how these groups themselves assess their housing and housing conditions, and whether owning their property provides the best basis for social integration and belonging. An assumption that homeownership increases happiness is partially confirmed, but the claim is nuanced.en
