dc.description.abstractFormålet med denne oppgaven er å studere resultatstyring i organisasjoner i stat og kommune. Nærmere bestemt undersøker jeg i hvilken grad store og små organisasjoner i stat og kommune bruker resultatinformasjon i deres styring. Studien har en kvantitativ tilnærming. Analysene i oppgaven er basert på data fra en spørreundersøkelse om strategisk planlegging og styring i kommuner, fylkeskommuner, direktorater og statlige høyere utdanningsinstitusjoner i 2020. I denne spørreundersøkelsen stilles det flere spørsmål som er relevante for å måle bruk av resultatinformasjon i styring. Jeg har koblet datagrunnlaget fra spørreundersøkelsen med data som sier noe om størrelse på organisasjonene i stat og kommune fra Statistisk sentralbyrå og fra Direktoratet for forvaltning og økonomistyring. Som teoretisk utgangspunkt, har jeg brukt to delvis overlappende teoretiske perspektiver, ny-institusjonell teori og strukturavhengighetsteori, og funnet frem til mekanismer som kan forklare en ulikhet i graden av bruk av resultatinformasjon i store og små organisasjoner i stat og kommune. De empiriske funnene i studien viser at organisasjoner i staten bruker resultatinformasjon i større grad enn organisasjoner i kommunen. I tillegg bruker store organisasjoner i staten resultatinformasjon i større grad enn små organisasjoner i staten. Tilsvarende gjelder for de kommunale organisasjonene, store kommuner bruker resultatinformasjon i større grad enn små kommuner.en_US
dc.description.abstractThe purpose of this thesis is to study performance management in central and local government organizations. More specific, I study to which extent large and small organizations in central and local government use performance information in their governance. The study has a quantitative approach. The analysis in this thesis, is based on data from a survey about strategic planning and management in municipalities, county authorities, directorates and state universities and colleges. There are several questions in the survey relevant for measuring the use of performance information. I have merged the data from the survey with data that measures size of the organizations in central and local government from Statistic Norway and The Norwegian Agency for Public and Financial Management. As a theoretical foundation, I have used two partly overlapping theoretical perspectives, new institutional theory and dependency theory, and found mechanisms that possibly can explain the diversity in the use of performance information in large and small organizations in central and local government. The results from my study show that organizations in central government use performance information to a larger extent than organizations in local government. In addition, large organizations in central government use performance information more than smaller organizations in central government. The same applies for the organizations in local government, larger municipalities use performance information more that smaller municipalities.en_US
