Boforhold og boligtilfredshet blant innvandrere i Distrikts-Norge

Abstract

Artikkelen diskuterer boforhold og boligtilfredshet blant innvandrere i norske distriktskommuner. Basert på registerdata, en spørreundersøkelse blant ulike kategorier innvandrere og norskfødte, samt feltarbeid i tre case-kommuner viser artikkelen at innvandrere i distriktene jevnt over bor romsligere enn både innvandrere og norskfødte i hovedstaden. Sammenligner vi med nordmenn, ser vi at en langt større andel innvandrere leier boligen sin. De fleste innvandrerne rapporterer høy grad av tilfredshet med boligen, dog i snitt noe lavere enn norske innfødte og norske innflyttere. Hvor fornøyde de er, har først og fremst sammenheng med hvordan de vurderer nabolaget de bor i. Også kvaliteter ved boligen, eieform, egen økonomi og tillit til lokale institusjoner er faktorer som bidrar til å forklare boligtilfredshet. Når det i regresjonsanalyser blir kontrollert for slike forhold, forsvinner betydningen av innvandrerstatus og geografi. Til tross for de ulike innvandrerkategorienes høye grad av tilfredshet er det også utfordringer rundt innvandreres boforhold i distriktene som blir diskutert i relasjon til de lokale kontekster. En del innvandrere opplever negativ forskjellsbehandling i boligmarkedet. Et stramt boligmarked i distriktene og begrenset, og ulik, tilgang til boliglån og andre boligvirkemidler er andre utfordringer. Funnene diskuteres i lys av teorier om migrasjon, integrering og boligtilgjengelighet.

The article discusses housing conditions and satisfaction with dwelling among international migrants in Norwegian rural districts. Based on register data, a survey among various categories of immigrants and Norwegian-born, as well as field work in three case municipalities, the article shows that immigrants in the districts on average have more spatious dwellings than both immigrants and Norwegian-born in the capital. Most of the immigrants report a high level of satisfaction with their dwelling. However, on average they are less satisfied than both locally born Norwegians and Norwegian inmovers to the municipality. Immigrants’ level of satisfaction with the dwelling is first and foremost associated with their assessment of their neighbourhood. The quality of the dwelling, form of ownership, own economy, and trust in local institutions are other factors that affect the level of satisfaction with the dwelling. When controlling for such factors in regression analyses, the importance of immigrant status and geography disappear. Even if immigrants are mostly satisfied with their dwelling, there are also challenges associated with immigrant housing in the districts. The article discusses some of these with reference to the local contexts in the case municipalities. Several immigrants experience negative discrimination in the housing market. Other challenges are tight housing markets and limited, and unequal, access to mortgage and other housing instruments. The project findings are discussed in relation to theories on migration, integration and housing availability.
