Penger er dog ikke alt… Kommuners økonomiske handlingsroms betydning for ønske om kommunesammenslåing.

Abstract

Det gjennomføres i disse dager en kommunereform i Norge. Den skal legge til rette for at flere kommuner slår seg sammen til større og mer robuste kommuner. Reformen har økonomiske insentiver som dominerende virkemidler. Det er store forskjeller mellom norske kommuner. De har stor variasjoner i økonomi, utbredelse, innbyggertall og utvikling siste 10 år. Samtidig opprettholder vi i Norge et generalistkommuneprinsipp, som innebærer at alle innbyggere skal kunne forvente samme kommunale tjenester uavhengig av hvilke kommuner de bor i. Denne studien undersøker om kommunenes økonomiske handlingsrom har betydning for ønsket om å slå seg sammen med andre kommuner. Gjennom en kvantitativ analyse ser jeg om det er sammenheng mellom kommuners økonomiske handlingsrom og hvor langt de har kommet i prosessen knyttet til kommunereformen. Hypotesen min sier at kommuner med lite økonomisk handlingsrom har kommet lengst. Den teoretiske tilnærmingen har et virkemiddelperspektiv og tar utgangspunkt i Howlett (2011) sin modell, som synliggjør sammenhengen mellom styringsressurser, egenskaper ved mottakeren og effekten av myndighetenes bruk av styringsressurser. Hypotesen min får støtte. Det er signifikant sammenheng mellom kommunenes økonomiske handlingsrom og hvor langt de har kommet i prosessen, også når jeg kontrollerer for andre variabler. De med minst økonomisk handlingsrom har kommet lengst. Studien viser også at hvilket fylke kommunen tilhører virker å ha en betydning for hvor langt den har kommet i prosessen. Studien har ingen uttømmende liste med variabler som kan forklare hvor langt kommunene har kommet i prosessen.

Does money matter? The influence and importance of financial leeway in municipal amalgamation. A municipality reform is currently deployed in Norway, the aim is to facilitate amalgamation of more municipalities to form larger and more robust entities. The use of economical incentives is the dominating approach to reach this goal. Norwegian municipalities have large differences in parameters such as economy, land area size, number of inhabitants and development over the last ten years. At the same time, the generalist municipal system is kept as a guiding principle. The ambition is to ensure that all inhabitants should expect the same local municipal services across Norway, regardless of the municipality they live in. This work investigates whether the municipal local economic situation and financial leeway has an importance for and an influence on the desire and intention to merge with other municipal entities. Using a quantitative analysis, I investigate if there is a correlation between the municipality's financial leeway and how far they have reached into the process related to the municipality reform. The hypothesis states that municipalities with limited financial leeway have progressed furthest. The theoretical approach uses an instrumental perspective, based on the model in Howlett (2011), where the relationship between management resources, characteristics of the receiver and the effect of how the authorities use management resources. The hypothesis is supported by the findings. There is a significant correlation between the financial leeway of the municipalities and how far they have reached in the process, this is still valid when using other parameters for verifying the results. The municipalities with least financial leeway have progressed furthest. Additionally, the work in this report shows that what county municipality the municipality is part of seems to have an influence on how far in the process this entity has come. The work in this report has no exhaustive list of parameters and variables to explain how far the municipalities have progressed in the reform process.
