Europarådets utmerkelse for godt lokalt styresett Hvilke handlinger fører til god styring?

Abstract

Vi er alle mer eller mindre aktive innbyggere i det samfunnet vi lever i. I Norge i dag tar vi for gitt at vi som innbyggere har en stemme og at vi kan være med på å forme det samfunnet vi lever i, og som våre barn skal vokse opp i. I store deler av verden er dette ingen selvfølge, og våre demokratiske verdier har ikke kommet av seg selv. Nettopp de demokratiske verdiene og styreformer er tema for min oppgave. Europarådet har utviklet et sett med styringsprinsipper som fremmer godt lokaldemokrati og god styring, og på bakgrunn av disse deles det hvert år ut en utmerkelse til norske kommuner som kommer godt ut i de årlige demokratiundersøkelsene. Undersøkelsene foretas både blant innbyggerne og blant de folkevalgte i kommunen. Problemstillingen i denne oppgaven er: Hvilke handlinger fører til god styring? De underliggende forskningsspørsmålene er; Hvilke bakenforliggende forklaringer gir kommunens administrative og politiske ledelse til utmerkelsen for godt styresett? Hvilke aktiviteter og tiltak i kommunen antas å bidra til å styrke innbyggernes opplevelse av god styring i kommunen? For å kunne svare på disse spørsmålene, har jeg benyttet meg av deskriptivt design og forsøkt å kartlegge politisk og administrativ ledelses årsaksforklaringer til de gode resultatene i kommunene. Oppgaven er basert på både kvalitative data i form av eget intervjumateriale, og kvantitative data i form av resultater fra fire ulike innbyggerundersøkelser foretatt av Kommunenes Sentralforbund. Alle resultater er hentet fra året 2014, og jeg har valgt å se nærmere på fire av de ti kommunene som fikk utmerkelsen dette året. Funnene i min oppgave vil langt på vei støtte opp under teorier om hva som sies å kunne gi godt styresett. Mine informanter ga overraskende mange like svar på spørsmålene som ble stilt – noe som gir grunnlag for å tro at de fire kommunene ikke er så ulike hva kommer til demokratiske prosesser og indre og ytre struktur i kommunene. Det er foretatt noen studier av hva som kan sies å være kriteriene for god styring. NIBR (Byog regionsforskningsinstituttet) utga en rapport i 2013, som underbygger mange av mine funn rundt de mest sentrale demokratiske standarder for godt lokaldemokrati; pålitelig styre, ansvarlig styre, borgernært styre og effektivt styre.

Council of Europe- award for good governance What actions lead to good governance? We are all more or less active citizens in the society we live in. In Norway today, we often seem to take for granted that we as citizens have a voice and that we can be involved in shaping the society we live in. In many countries around the world, democracy is not obvious. The democratic values in our country have a long history, and "the democratic values and forms of government" is the topic of my thesis. The Council of Europe has developed a set of management principles that promote good governance, and based on these principles several Norwegian municipalities receive an award if they come out well in the annual democracy studies. The annual surveys are conducted among citizens and among the elected officials of the municipality. The research question of this thesis is; What actions lead to good governance? The underlying research questions are; 1) What underlying explanations do municipal, administrative and political management give for good governance? 2) What activities and measures in the municipality are considered to help strengthen citizens' experiences of good governance in the municipality? To answer these questions, I have availed myself of descriptive design and attempted to map the political and administrative management’s explanations to the good results in the municipalities. The thesis is based on qualitative data from my group interviews, and quantitative data in the form of results from four different population surveys conducted by Kommunenes Sentralforbund. All results are taken from the year 2014 and I have selected four out of ten municipalities that received the award this year. The findings of my task will largely support the theories on good governance. My respondents gave a surprising number of similar answers to the questions in my survey - which gives grounds to believe that the four municipalities are not so different what comes to democratic processes and internal and external structure in the municipalities. NIBR (Norwegian Institute for Urban and Regional Research) published a report in 2013, which underpins many of my discoveries around the most important democratic standards of good local democracy; reliable steering, charge control, citizen close control and effective board.
