dc.description.abstractDenne studien har fokus på strategisk planlegging og styring i kommunesektoren og har til hensikt å belyse sammenhengen mellom hvordan kommunene velger å møte sine omgivelser og hvordan de tilpasser sin organsisasjon i forhold til dette. Videre belyser oppgaven i hvilken grad norske kommuner iverksetter strategisk planlegging og styring. Oppgaven baserer seg på internasjonal og nasjonal forskning innen strategifeltet og tilfører kunnskap om sammenhengen mellom strategisk innhold og tilpasning av struktur i forhold til strategisk plan i norske kommuner gjennom en deduktiv kvantitativ undersøkelse. Datagrunnlaget som brukes i denne oppgaven er hentet inn gjennom en prestrukturert spørreundersøkelse gjennomført i 2016 av professor Åge Johnsen og professor Dag Ingvar Jacobsen. Spørreundersøkelsen er en videreutvikling av en studie gjort i USA i 2005 (Poister og Streib 2005) og i Norge i 2011 (Hinderaker og Nikolaisen 2012). Det foreligger svar fra 173 kommuner inkludert Longyearbyen lokalsamfunn, som gav en svarprosent på 40,4. I tillegg er det hentet inn sekundærdata fra Statistisk sentralbyrå (SSB). Resultatene viser at strategisk planlegging og styring er veletablert i norske kommuner, også i relativt stor grad ut over hva som er lovpålagt. I forhold til strategisk innhold viser resultatene at det de senere årene har vært en utvikling i kommunene der kommunene ser handlingsrom og har et mer aktivt forhold til strategi. Dette underbygges av relativt store andeler av kommuner med strategisk stilling som forsvarere og utforskere. Samtidig viser resultatene at kommunene tilpasser sin organisasjonsstruktur lite til sine strategiske stillinger og trekk ved omgivelsene synes heller ikke å ha noen betydning for tilpasningen av strukturen til omgivelsene. Samtidig viser resultatene at kommuner med høy grad av iverksetting med andre verktøy enn organisasjonsutforming synes å ha påvirkning på tilpasning av struktur i forhold til strategisk plan.language
dc.description.abstractThis study focuses on strategic planning and governance in the municipal sector and aims to elucidate the relationship between how the municipalities choose to meet their surroundings and how they adapt their organization to this. Furthermore, the report illustrates the extent to which Norwegian municipalities implement strategic planning and management. The thesis is based on international and national research within the strategy field and provides knowledge about the relationship between strategic content and adaptation of structure in relation to strategic plan in Norwegian municipalities through a deductive quantitative survey. The data used in this assignment were obtained through a prestructured survey conducted in 2016 by Professor Åge Johnsen and Professor Dag Ingvar Jacobsen. The questionnaire is a further development of a study done in the United States in 2005 (Poister and Streib 2005) and in Norway in 2011 (Hinderaker and Nikolaisen 2012). There are answers from 173 municipalities including the Longyearbyen community, which gave a response rate of 40.4. In addition, secondary data from Statistics Norway (SSB) has been retrieved. The results show that strategic planning and management is well established in Norwegian municipalities, also to a relatively large degree beyond what is required by law. In relation to strategic content, the results show that in recent years there has been development in the municipalities where they experience opportunities for, and have a more active relationship with, strategic management. This is supported by relatively large proportions of municipalities with strategic positions as defenders and prospectors. At the same time, the results show that the municipalities in a low extent adapt their organizational structure to their strategic positions, and environmental features seem to have no impact on adapting the structure to the environment. At the same time, the results show that municipalities with a high degree of implementation with tools other than organizational design seem to have an effect on adapting the structure to the strategic plan.language
