Sammendrag
I denne masteroppgaven har jeg utforsket hvordan familie og familieforståelse fremkommer i
vedtak fra fylkesnemnda for barnevern og sosiale saker. Det er gjort ved å se på ungdommen,
foreldre og barnevernets, altså partene, sine forklaringer og fylkesnemndas merknader. Dette
til sammen utgjør innholdet i vedtak fra fylkesnemnda. Utvalget bygger på fem vedtak hentet
fra Lovdata i 2014, som omhandler behandling av tvangsplassering etter barnevernloven §4-
24.
Studien gjennomgår familiebegrepet i familiesosiologien, i lovverk og i offentlige
dokumenter, og betydningen av familieforståelse i barnevernet og forskning vil samlet være
den teoretiske rammeverket til studien. En grunnleggende tanke med dette prosjektet var å
undersøke hvordan familieforståelsen blir vektlagt, og hvordan det kan få betydning for
familielivet og for hvordan barnevernet og den enkelte profesjonsutøver i praksis møter
familien.
Ved hjelp av studiens teoretiske analyseverktøy basert på sosiolog David Morgan (1996) sitt
begrep om familiepraksis og sosiolog Janet Finch (2007) sitt begrep om familiefremvisning,
forsøker studien å få tak i familie og familieforståelse i fylkesnemndas vedtak. Begge
begrepene forutsetter at familie ikke bare er noe man ”er”, men i stedet noe aktivt som ”gjøres”
gjennom praksis eller fremvisning. Studien ser hvordan familien får betydning for de ulike
parter og hvordan familieforståelsen kommer til uttrykk i forklaringene og merknadene.
Mine viktigste funn viser hvordan det kan legges ulikt i familieforståelsen. Det gjelder innad i
en familie blant dens medlemmer, blant profesjonsutøvere i barnevernet eller i fylkesnemnda.
Analysen viser hvor familien og familieforståelsen kommer til uttrykk i materialet. På tvers av
materialet blir det spurt om hvordan familien vektlegges som en ressurs for ungdommen.
Analysen gir et bilde av at de unge ønsker og har et behov for kontakt med familie og nettverk.
Ungdommene i denne studien er unge som er i behov av betydningsfulle andre. Analysen
viser at fylkesnemnda vektlegger individuelle tiltak av den unges behov og rettigheter, men at
barnet ikke plasseres i sin kontekst, som er i familien. This Master Thesis looks at how the family and the understanding of family emerge in
decisions made by The County Committee for Child Welfare and Social Affairs. This will be
done by examining statements made by private parties, the youths themselves, parents and
child protection assessments, as well as comments from the County Board. These together
constitute the foundation for decisions made by the County Board. The sample used in the
Thesis is based on five rulings taken from Lovdata in 2014, dealing with compulsory care
placements under the Child Welfare act §4-24.
The theoretical framework herein studies the importance of family understanding in child
protection and research. It draws on the concept of family from a sociological perspective, in
legislation and from official documents in the public domain. A basic idea of this project was
to investigate the extent to which an understanding of family was taken into consideration,
and what influence this might have on how Child Welfare as well as the individual
professional meets families in the course of their work. Drawing on the concept of family
practice from David Morgan (1996) and the concept of family display from Janet Finch
(2007), the Thesis attempts to distil the extent to which family and family understanding is
made explicit in the decisions made by the County Board. Both concepts assume that being
Family is something you actively take part in, not just something one “is". The study looks at
the how and Family can be seen to influence the parties involved, and the extent to which an
understanding of the families is made explicit in comments from the County Board.
The main findings reveal large variations in the understanding of family. This is so both
within and among family members themselves and also among professionals within the Child
Welfare services and the County Board. The analysis examines where the family and family
understanding reveals itself in the material. I have attempted an examination of to what extent
the family was considered a resource for youth. The analysis shows that young people both
wish for and have a need for contact with family and network. The young people in this study
are all in need of support from a context with “significant others”. The analysis shows
however that the County Board has a very individualized view of young person's needs and
rights, and that their needs are not related to their context- the family.
