Sammendrag
Norske kommuner har en aktiv rolle i utforming og iverksetting av nasjonal
rusmiddelpolitikk, og alkoholloven har gjennomgått flere revisjoner med tanke på å
synliggjøre hvilke styringsmuligheter kommunene har til å føre en restriktiv og enhetlig
rusmiddelpolitikk. Ved revisjon av alkoholloven i 1997 ble norske kommuner pålagt å
utarbeide alkoholpolitisk handlingsplan (alkoholloven § 1-7d). Temaet for studien er statlig
initiert planarbeid som lokalt arbeidsverktøy i kommunalt rusforebyggende barne- og
ungdomsarbeid. Forskningsspørsmålene som reises er hvorvidt norske kommuner følger opp
det statlige politiske kravet om å utarbeide alkoholpolitisk handlingsplan, og i hvilken grad et
statlig initiert planarbeid slik som alkoholpolitisk handlingsplan kan styrke det kommunale
rusforebyggende barne- og ungdomsarbeidet.
Studien er utført med tre sett av data. For å belyse det første forskningsspørsmålet har jeg
benyttet foreliggende tallmateriale fra Statens institutt for rusmiddelspørsmål (SIRUS) og
Statistisk sentralbyrå. For å belyse det andre forskningsspørsmålet har jeg foretatt et utvalg av
seks norske kommuner; tre kommuner som har utarbeidet og tre kommuner som ikke har
utarbeidet alkoholpolitisk handlingsplan. Den første delen av arbeidet bestod i å analysere de
tre alkoholpolitiske handlingsplaner som forelå i utvalget, ut fra bestemte analysekriterier.
Den andre delen av arbeidet bestod i å intervjue representanter fra de seks kommunene i
utvalget.
Studien kan karakteriseres som en implementerings- eller iverksettingsstudie. For å belyse det
første forskningsspørsmålet har jeg benyttet et ”top-down”-perspektiv. Underliggende
spørsmål var om det finnes sammenfallende kjennetegn ved de to grupper av kommuner, og
hvorvidt kommuner med alkoholpolitisk handlingsplan i større grad benytter alkoholpolitiske
virkemidler enn kommuner uten en slik plan. I evalueringsarbeidet benyttet jeg
måloppfyllelsesanalyse. For å belyse det andre forskningsspørsmålet har jeg benyttet et
”bottom-up”-perspektiv. Underliggende spørsmål var om de tre kommunene i utvalget som
har utarbeidet alkoholpolitisk handlingsplan har en mer helhetlig rusmiddelpolitikk, og om de
arbeider mer målrettet og systematisk, enn de tre kommunene i utvalget som ikke har
utarbeidet en slik plan, samt hva de seks kommunene i utvalget selv mener om å benytte en
slik handlingsplan som arbeidsverktøy i kommunalt rusforebyggende barne- og
ungdomsarbeid. I evalueringsarbeidet benyttet jeg prosessanalyse. Evalueringsarbeidet er med

andre ord blitt gjort på to nivåer; gjør kommunene som staten sier, og har det eventuelt noe å
si om de gjør som staten sier?
De empiriske funnene i studien viser at de fleste kommuner følger opp det statlige politiske
kravet om å utarbeide alkoholpolitisk handlingsplan, og analyse av plandokumentene og
intervjuer kan tyde på at planarbeid kan medføre målrettet innsats og økt fokus på
rusforebyggende barne- og ungdomsarbeid. Jeg kan imidlertid ikke på bakgrunn av denne
studien slå fast om kommuner med alkoholpolitisk handlingsplan fører en mer restriktiv og
enhetlig rusmiddelpolitikk, men forskning viser at den kommunale alkoholpolitikken er blitt
vesentlig liberalisert de senere år.
Resultatene i studien kan ikke generaliseres til hele populasjonen, og datamaterialet gir ingen
holdepunkter for å måle effekten av alkoholpolitisk handlingsplan i forhold til kommunalt
rusmiddel- og rusforebyggende arbeid. Målet med studien er slik sett å fremskaffe tentativ
kunnskap på et politikkområde hvor det foreligger relativt lite forskningsbasert kunnskap.
Med tanke på det arbeidet kommunene legger ned ved utarbeidelse av slike handlingsplaner,
og nasjonale myndigheters ønske om å satse på lokale tiltak ut fra forskningsbasert kunnskap,
er det imidlertid etter min vurdering viktig å få økt kunnskap om alkoholpolitisk
handlingsplans betydning. Det er derfor positivt at SIRUS har utarbeidet et prosjekt om
hvordan norske kommuner bruker alkohol-/rusmiddelpolitiske handlingsplaner til å utforme
og påvirke lokale forhold på rusmiddelfeltet, hva pålegg om slike planer innebærer i praksis
og hvilke forutsetninger kommunene har for å implementere så vel generelle handlingsplaner
som konkrete enkelttiltak. Norwegian municipalities have an active role in drafting and implementing national drug and
alcohol policies, and the Alcohol Act has been through several revisions in order to make
clear which governing options municipalities have to conduct a restrictive and uniform drug
and alcohol policy. With the revision of the Alcohol Act in 1997, Norwegian municipalities
were charged with preparing an alcohol policy action plan (The Alcohol Act § 1-7d). The
theme of this study is state-initiated plans as a local work tool in municipal preventive drug
and alcohol work with children and youth. The research questions raised are whether
Norwegian municipalities follow up the national political requirement to prepare an alcohol
policy action plan, and to what extent state-initiated plan work such as an alcohol policy
action plan can strengthen municipal preventive drug and alcohol work with children and
youth.
The study has been carried out with three sets of data. In order to shed light on the first
research question, I have made use of existing data from The Norwegian Institute for Alcohol
and Drug Research (SIRUS) and Statistics Norway. In order to elucidate the second research
question, I have selected six Norwegian municipalities; three municipalities that had and three
municipalities that had not prepared an alcohol policy action plan. The first part of the project
consisted of analyzing the three alcohol policy action plans that existed in the sample based
on given analytical criteria. The second part involved interviewing representatives from the
six chosen municipalities.
The project can be characterized as an implementation study. To illustrate the first research
question, I have employed a”top-down” perspective. Underlying questions were whether there
were common characteristics to the two groups of municipalities, and whether those with an
alcohol policy action plan used alcohol policy means to a greater extent than municipalities
without such a plan. In conducting the evaluation, I employed an objective achievement
analysis. To shed light on the second research question, I have used a “bottom-up”
perspective. Underlying questions were whether the three municipalities selected that had
prepared an alcohol policy action plan had a more comprehensive drug and alcohol policy,
and if their work was more systematic and goal-oriented than the three municipalities chosen
without such a plan, as well as what the six selected municipalities themselves thought about
using such an action plan as a work tool in municipal preventive drug and alcohol work with

children and youth. I used a process analysis in the evaluation work, which has in other words
been carried out on two levels; do the municipalities do as instructed by the government, and
if so, does it matter?
The empirical findings of the study show that most municipalities follow through on the
national political requirement to prepare an alcohol policy action plan, and analyses of plan
documents and interviews suggest that plan work leads to goal-oriented efforts and increased
focus on preventive drug and alcohol work with children and youth. On the basis of this
study, I can however not maintain that municipalities with an alcohol policy action plan
conduct a more restrictive and uniform drug and alcohol policy, but research shows that
municipal alcohol policy has been significantly liberalized in recent years.
The study results cannot be generalized to the whole population, and the data does not provide
a basis upon which to measure the effect of alcohol policy action plans in relation to
municipal intoxicant and drug prevention work. The objective of the study is as such to obtain
tentative knowledge on a policy area where little research-based knowledge exists. With the
work in mind that the municipalities put into preparing such action plans, and the national
authorities’ wish to commit to local initiatives on the basis of research-based knowledge, it is
in my opinion however important to acquire increased knowledge on the significance of
alcohol policy action plans. It is as such positive that SIRUS has worked out a project on how
Norwegian municipalities use drug and alcohol policy action plans to form and influence local
conditions in the intoxicant field, what compulsory use of such plans implies in practice, and
what municipalities require in order to implement general action plans as well as concrete
individual initiatives.
