Full CO2-avgift med kompensasjonsordning for den norske fiskeflåten. En empirisk analyse av ordningens kortsiktige effekter på utslippene fra fartøy som driver fiske og fangst i nære farvann.

Sammendrag
Denne studien undersøker hvilke kortsiktige effekter innføringen av full CO2-avgift og
kompensasjonsordning for fartøy som fisker i nære farvann, fom. 1. januar 2020, har hatt på
utslipp og atferd i den norske fiskeflåte. Studien tar utgangspunkt i rapporten “Klimatiltak og
virkemiddel i fiskeflåten”, som er utarbeidet av Klimautvalget for fiskeflåten, og støtter seg
blant annet på økonomiske teorier om priselastisitet, kostnadseffektive virkemidler, «the
economic man» og atferdsøkonomi. Studiens datagrunnlag er basert på Fiskeridirektoratets
årlige lønnsomhetsundersøkelser, samt tre individuelle dybdeintervjuer for en mer nyansert
og detaljert drøfting. Problemstillingen vi ønsker å besvare er: Har full CO2-avgift med
kompensasjon redusert utslippene på kort sikt fra fartøy som driver fiske og fangst i nære
farvann?
For å besvare problemstillingen har vi utformet tre hypoteser som blir testet i analyse av
økonometriske modeller. Analysene vedrørende hypotese 1 gir ikke statistisk signifikante
funn, og dermed ikke grunnlag for å konkludere med at det har skjedd en endring i
drivstofforbruket hos fartøy som fisker i nære farvann etter innføring av dagens ordning.
Fartøyene deles inn etter den flåten og fartøygruppen de tilhører, for å undersøke hvorvidt
ordningens effekt henger sammen med fiskefartøyets egenskaper og tilpasningsevne.
Analysene av hypotese 2 gir heller ikke statistisk signifikante funn, og vi kan dermed ikke
konkludere med at hav- og kystfiskeflåten har hatt ulik relativ endring i drivstofforbruket. Det
estimeres dog at fartøy i gruppene krabbefartøy, kystreketrål, ringnotsnurper og pelagisk trål
har hatt statistisk signifikant større prosentvis nedgang i gjennomsnittlig drivstofforbruk og
større forbedring i drivstoffeffektiviteten enn referansegruppen kystnotfartøy over 21,35 meter,
etter innføring av dagens ordning. Det er estimert størst relativ nedgang i drivstofforbruket for
krabbefartøyene og kystreketrålerne.
Regresjonsanalysene samt innsikt fra intervjuene peker mot at kystreketrålerne kommer
dårlig ut. Tilgjengelige, antatt relevante variabler er kontrollert for i regresjonsanalysene, men
det må nevnes at svært mange faktorer kan spille inn på resultatene i studien. Det er derfor
vanskelig å si noe sikkert om den unike effekten av dagens ordning på drivstofforbruket på
kort sikt. Det gjenstår å se i årene som kommer om ordningen bidrar til å redusere utslippene
i fiskeflåten samtidig som fangstmengden opprettholdes.
This study examines the short-term effects of the introduction of full CO2 taxation with catchbased
refund scheme for vessels fishing in close waters, from January 1st 2020, on
emissions and behavior in the Norwegian fishing fleet. The study is based on the report
“Climate measures and instruments in the fishing fleet” (Nærings- og fiskeridepartementet,
2019a), which has been written by the Climate Committee for the fishing fleet. It is also based
on economic theories about price elasticity, cost efficient instruments, “the economic man”
and behavioral economics. We have used data from the Directorate of Fisheries' annual
profitability surveys, as well as three individual interviews for a more detailed discussion. The
problem we want to answer is: Has full CO2 taxation with refund scheme reduced emissions
in the short term from vessels that fish and catch in close waters?
To answer the problem, we have designed three hypotheses that are tested by analyzing
econometric models. The analysis of our first hypothesis does not provide statistically
significant findings, and thus no basis for concluding that there has been a change in fuel
consumption of vessels fishing in close waters after the introduction of the regulation. The
vessels are divided according to the fleet and the group of vessels to which they belong, in
order to investigate whether the regulation´s effect is related to the vessel´s characteristics
and adaptability. The analyzes of the second hypothesis do not give statistically significant
findings, which means that we can’t conclude that the deep-sea fishing fleet and the coastal fishing fleet have had different relative changes in fuel consumption. It is estimated, however,
that vessels in the groups of crab vessels, coastal shrimp trawls, purse seine vessels and
pelagic trawls have had statistically significant greater percentage decreases in average fuel
consumption and greater improvement in fuel efficiency than the reference group coastal
seine vessels over 21,35 meters, after the introduction of the regulation. It is estimated largest
relative decline in fuel consumption for the crab vessels and coastal shrimp trawls.
The regression analyzes as well as insights from the interviews indicate that the coastal
trawlers are especially negatively affected. Many factors, that are not controlled for, can affect
the results of the study. It is therefore difficult to say anything for sure about the unique effect
of the regulation on fuel consumption in the short term. It remains to be seen in the years to
come whether the regulation contributes to reducing emissions in the fishing fleet while
maintaining the catch.
