dc.description.abstractIn recent years, greenhouse gas emissions and global warming have been highly topical issues in politics. At the same time, the Norwegian Ministry of Transport has emphasized that the population in Norway is growing, and thus, the need for transport is growing as well. As most segments in the transport sector have been dependent on fossil-fueled solutions, a reduction in greenhouse gas emissions would require significant restructuring. In order to shed light on, and meet the challenges, public agencies have presented national plans, including National Climate Plans and National Transport Plans. The purpose of this thesis is to highlight measures related to climate emissions within the Norwegian transport policy over the past eight years, and discuss differences between the actions described in NTP 2022-2033 and the transport plan from eight years earlier, NTP 2014-2023, with the aim to answer the question: "Has there been a change in the use of public instruments, to counteract greenhouse gas emissions within Norwegian transport policy in the last eight years?" To analyze the described issue, the thesis uses a qualitative and comparative content analysis, where the measures in the individual plans are classified in a tabular structure based on Hood and Margetts NATO framework. The findings from the qualitative content analyzes are then measured against each other in a comparative content analysis based on the theoretical framework of the thesis. Among the identified measures, there are few changes in the types of actions. However, there was a greater focus on diversifying the measures towards specific target groups, using new technology to achieve better results, a higher degree of implementation of new technology and finally an increase in knowledge within certain segments. This has led to some newer measures replacing older measures. Also, the segment of construction activities has been included in the list of measures for reducing greenhouse gas emissions in the transport sector. The thesis' use of the theoretical framework in combination with the analysis contributes to gaining a better overview of the development of the Norwegian transport policy in the given time period in relation to climate emissions.en_US
