Ekspertutvalg i politikkutformingen - En analyse av departementenes bruk av ekspertutvalgsrapporter

Abstract

Temaet for denne masteroppgaven er regjeringens konkrete bruk av ekspertutvalgsrapporter. Ekspertene har de siste årene dominert medlemssammensetningen i offentlige utvalg, og interessegruppenes representasjon er stabil eller synkende, samtidig som oppnevnelsen av offentlige utvalg har gått ned. Inntoget av eksperter i utvalgene kan indikere at ekspertene har stor makt og innflytelse på politikkutformingen. Forskningen som eksisterer i dag innen feltet illustrere ikke et klart bilde av departementenes konkrete bruk av ekspertutvalgsrapporter, og det kan gjøre det utfordrende å si noe om ekspertenes faktiske innflytelse på politikken innen ulike saksområder.

Oppgavens problemstilling er: i hvilket omfang og hvordan brukes referanser og anbefalinger fra ekspertutvalg i politikkutformingen innenfor ulike saksområder? Hva kan forklare eventuelle forskjeller mellom ulike saksområder? Det blir benyttet egeninnsamlet empirisk datamateriale som består av fire ekspertutvalgsrapporter fra forskjellige saksområder, som følges opp av meldinger til Stortinget. Metoden er basert på en kombinasjon av kvantitativ og kvalitativ innholdsanalyse av departementenes referanser og forslag til politikk i melding til Stortinget, som sammenlignes med ekspertutvalgsrapportenes referanser og anbefalt politikk.

Analysen viser at det er forskjell mellom bruken av ekspertutvalgsrapporter på de ulike saksområdene. Funnene indikerer at departementene bruker både referanser og anbefalinger fra ekspertutvalg forskjellig. Det kan forklares med saksområdenes egenskaper, som videre sier noe om mobiliseringsmotesialet under det aktuelle saksområde.

This master's thesis is about the government's specific use of expert committee reports. In recent years, experts have dominated the composition of members in public committees, and the representation of interest groups is stable or declining, while the use of public committees has decreased. The entry of experts into the committees may indicate that the experts have great power and influence in policymaking. The research that exists today in this field of research does not illustrate a clear picture of the ministries concrete use of expert committee reports, and it can be challenging to say anything about the expert’s actual influence - in the form of references and recommendations on policy in various subject areas.

The research question of the thesis is: to what extent and how are references and recommendations from expert committees used in policy formulation within different subject areas? What can explain any differences between different subject areas? The empirical data material in the thesis consists of four expert committee reports from different subject areas, which are followed up by white papers. Two case areas represent combustible case areas, and two represent non-combustible case areas. The method is based on a combination of quantitative and qualitative content analysis of the ministries references and proposals for policy in the white papers, which are compared with the expert committee reports references and recommended policy.

The analysis shows that there is a difference between the use of expert committee reports in the various subject areas. The findings indicate that the ministries use both references and recommendations from expert committees differently. This can be explained by the characteristics of the subject areas, which further say something about the mobilization potential under the relevant subject area.
