dc.description.abstractBakgrunn: Det politiske verdivalget om at tverrprofesjonelt samarbeid skal ta utgangspunkt i brukers behov av helse, - barnevern, - og undervisningstjenestene er sentralt i moderniseringen av offentlig virksomhet. En styrket og bedret samordning av tjenestene er et ideal som er nedfelt i lovverket og samordningsverktøyene individuell plan (IP) og ansvars-grupper. Dette er ment som hjelpemidler for at idealet om samordning og brukermedvirkning skal nås. Likefullt er det store mangler og utfordring ved samarbeidet. Problemstilling/metode: Hvordan opplever foreldre tverrprofesjonelt samarbeid rundt eget barn med sammensatte vansker? Hvordan beskriver profesjonsutøverne samarbeidet? For å få svar på problemstillingen gjennomførte jeg en kvalitativ intervjustudie med tre foreldre og åtte profesjonsutøvere fra Barne- og ungdomspsykiatrisk poliklinikk (BUP), Pedagogisk-psykologisk tjeneste (PP-tjenesten) og barneverntjenesten i en kommune. Resultater: Resultatene er analysert ut fra to teoretiske perspektiv. Det første omhandler brukermedvirkning i tverrprofesjonelt samarbeid og det andre visse suksessfaktorer som genererer samarbeidssynergi. Studien synliggjorde fire faktorer som fremmer samarbeid. Disse var klare mål, godt lederskap, klare roller og rette personer; og tillit til de andre samarbeidsmedlemmene. Studien viste at fravær av faktorene hemmet samarbeidet. Reell brukermedvirkning var fraværende og de politiske føringenes krav om brukermedvirkning er i det store hele ikke ivaretatt. Informantene etterlyste en tydelig ledelse og felles målsetting. I tillegg rådet usikkerhet om deltakernes rolle og ansvar i samarbeidet. Det var uklart hva som var deltakernes primær- og fellesoppgaver og en utydelig balanse mellom differensierte og integrerte tjenester i samarbeidet. Konklusjon: Studien har vist at ved tilstedeværelse av klare mål, godt lederskap, tydelige roller og rette personer; og tillit er idealet om tverrprofesjonelt samarbeid mulig. Foreldrene og profesjonsutøverne gav sterk kritikk til samarbeidet, men la også vekt på at deltakerne var velmenende noe som fremmet samarbeidet. Likefult innehar tverrprofesjonelt samarbeid omkring barn med sammensatte vansker utfordringer som stiller store krav av deltakerne. Idealet om brukermedvirkning kan til en viss grad være mulig, forutsatt tilstedeværelse av faktorer som er belyst i studien.nob
dc.description.abstractBackground: Consumer needs in health, education and child protection services have led to a political prioritizing of cross-professional collaboration in the modernizing of these services. The ideal of a strong and improved coordination of services is established in the legislation and expressed through the available tools such as the Individual Plan (IP) and the professional responsibility group. Increased family/user participation is also a goal of improved cooperation between professions. However, despite these lofty ambitions, there are deficiencies and challenges that need to be dealt with in our current efforts. Questions/Methods: How do parents of children with complex difficulties experience cross-professional cooperation? How do the professionals describe and evaluate their collaboration? In order to answer these questions I designed and executed a qualitative interview study of 3 parents and eight professionals from the Child and Adolescent Psychiatric Outpatient Clinic- Barne-og ungdomspsykiatrisk poliklinikk (BUP), Pedagogical-Psychological Services—Pedagogisk-psykologisk tjeneste (PPT), and the Child Protection Service—Barnevern, of one county. Results: I have analyzed the results from two theoretical perspectives: The first deals with user participation and contributions in cross-professional endeavours and the other with the factors that promote success in generating good synergy in such professional collaborations. Four factors that make for successful collaboration were made visible in the study. These factors were: clear goals, good leadership, clear division of labour with the right people for the right roles, and trust. The study showed that collaboration suffered when any of these factors were absent. Authentic user participation was often lacking and the central directives defining and requiring user participation and contribution were not always followed. The subjects interviewed sought clearer leadership and common goal setting. In addition they expressed suspicion and insecurity over division of labour, responsibility and accountability. There was ambiguity about each participant’s primary and collective tasks. One could also see an unclear balance between differentiated and integrated services. Conclusion: The study has shown that the presence of clear goals, strong leadership, the right people in the right positions and trust makes realizing the potential of cross-professional collaboration possible. Both parents and professionals criticized the existing cooperation, but emphasized that all participants seemed to be well-intentioned, a factor they saw as positive for collaboration. However, many challenges arise in any professional collaboration having to do with children with complex special needs, and the situation is demanding for all parties. User participation and contribution are still ideals worth striving for, if work is done to ensure that the four success factors discussed in the study play a central role in this type of collaboration.en_US
