Welfare workers’ definitions and understandings of substance use problems have vital consequences for how those experiencing substance use problems are assessed and for the structure and delivery of welfare services. This dissertation focuses on how the professionals’ understandings and conceptualisations of substance use problems and of substance use work are culturally embedded. Informed by a discourse-theoretical approach I explore the mutual and dynamic interaction between the individual and culture based on the following general research question: Which discursive resources do the counsellors use when they, in practice narratives, give meaning to substance use problems and substance use work, and which client positions, helper positions and types of substance use work are produced accordingly? The study is based on 41 teller-focused interviews with 23 counsellors employed at three different NAV offices. The counsellors have various experiences with substance use related work. The practice narratives produced in the 41 interviews are analysed by applying analytic concepts suitable for exploring the connection between the individual and culture. The analysis illustrates cultural, dynamic and naturalised conditions for how substance use and substance use work are constructed. The study gives an insight into some of the cultural resources the professionals draw on to make sense of their work experiences, and demonstrates how the cultural resources that come into play have implications on what positions the clients are offered, on how the professionals understand their own position and on how they account for and justify their practice. The results of the analysis are presented in three articles. In the first article I ask: How do discourses on substance use problems relate to discourses regarding age, and which subject positions are produced by this dynamic intersection? The analysis reveals how the use of discourses on age contributes to prioritising and differentiating between clients, constituting substance use problems and substance use work, constituting related issues such as responsibility and vulnerability and making specific helper and user positions available. The second article deals with the following research question: Which interpretative repertoires are used by counsellors to narrate change and absence of change among their clients, and how do they position themselves accordingly? The article unwraps the concept of change and provides insights into the variation and movement in how change is given meaning in the counsellors stories. The article also shows how understandings of change influence the helper’s experience of success and responsibility, how the counsellors talk about substance use problems and how the professionals position helpers and clients. The third article explores the following questions: Which formula stories regarding people with substance use problem are used in the interviews? How do the formula stories contribute to giving substance use problems and substance use work particular meaning, and what plots and characters do these stories produce? In this article I present four generalised stories about clients who have substance abuse problems, with corresponding plots, codes and characters, and I show how these stories are part of a cultural context through which the counsellors make sense of their experiences, produce client identities and explain and legitimise practices. All in all the dissertation analyses provide an insight into ways in which the professionals draw on culturally situated discursive resources. The analyses demonstrate how understandings of substance use problems and substance use work are continuously presented and negotiated in ambiguous, dynamic and personal manners, while at the same time meaning is created according to what is seen as valid and legitimate in the cultural and institutional context which the counsellors are a part of. The dissertation also provides insight into how naturalised cultural resources contribute to giving meaning to substance use problems and substance use work. By analysing the meaning making of substance use problems and substance use work in ways that display and go beyond naturalized and established understandings, the dissertation provides a basis for reflection, which may benefit further examination and negotiation of established understandings. Because the study adopts analytic approaches that are only marginally represented in research on social work in Norway, the dissertation also provides a methodological contribution to how the connection between professional work and culture may be explored. The dissertation provides knowledge relevant to researchers, students, politicians, leaders, professionals and others who share an interest in substance use problems and substance use work. The dissertation is also relevant for anyone interested in how discourse theory perspectives may be employed in empirical studies.en
