This is a study is how minority councilors' occupational structures create and restrict their freedom of action in a given context. By context I refer to certain Secondary Schools, a Career Center, and in working relations with the Child Welfare Service, the Police and the Norwegian Labour and Welfare Administration (NAV), among others. The purpose of the study is to investigate whether these occupational structures facilitate that the Government's intention for the minority councilors can be followed up. My data indicate that the respondents have varying experiences with the occupational structures in relation to the Government's intention. Some positive features I would like to highlight are that the occupational structures of the minority councilors make it possible for them to work individually with young people who experience pressure to get married, or who have already been forced to marry someone. They can explain to the youth why the Police and Child Welfare Service have to be involved in the case, and they can 5 assist the youths during the case. My analysis show that minority councilors in such situations often act as translators between the different logics, symbolic actions and context-sensitive language of the public support system and the youths. These may seem confusing and unintelligible to youths. Similarly, the youths' behavior can also be unintelligible to the public officials. If the minority councilors take on this role as a translator, they can contribute to the Police and Child Welfare Service getting a better understanding of the youths' behaviour in a situation of crisis. There are also a few challenges concerning the minority councilors' occupational structures. One of these things is that minority councilors' tasks overlap several of the responsibilities of other professionals. I have wanted to show some consequences of this in my study.en_US
