dc.description.abstractDenne oppgaven handler om sosialtjenestens og spesialisthelsetjenestens samarbeid rundt individuell plan for rusmiddelavhengige brukere. Hensikten har vært å forstå planens funksjon i samarbeidet, ved å undersøke om den bidrar til å skape et mer helhetlig, rkoordinert og individuelt tilpasset tjenestetilbud. Problemstillinger er som følger; ”Hvordan fungerer sosialtjenestens og spesialisthelsetjenestens samarbeid om individuell plan?” Det empiriske materialet består av 7 kvalitative dybdeintervjuer, med tre ansatte i spesialisthelsetjenesten og fire ansatte ved NAV sosialtjenesten i Oslo. Teori om sosialt arbeid, den norske velferdsmodellen, new public management, samt Bourdieus forståelse av praksis og statens makt i det moderne samfunnet, anvendes for å forstå relasjonen mellom samfunnsstrukturen og informantenes handlinger. De teoretiske perspektivene belyser hvordan politiske avgjørelser utgjør rammeverket for institusjonene, samt setter premisser for de ansatte. I oppgaven reises det spørsmål ved om individuell plan kan fungere under de forutsetningene som fremgår av lovverket og organiseringen av tjenestetilbudet. Myndighetene har lagt hovedansvaret for individuell plan på kommunen, i dette tilfellet sosialtjenesten. Dermed er ansatte i sosialtjenesten pålagt å koordinere og tilpasse tjenestetilbudet til den enkelte rusmiddelavhengige. På samme tid er sosialtjenestens ressurser begrensede og saksbehandlingen er underlagt krav om standardisering og effektivitet. Det diskuteres om disse to kravene er forenelige, eller om manglende løsninger på politiske dilemmaer bidrar til å skape større utfordringer for deltakerne i samarbeidet. Studien viser at manglende ressurser i sosialtjenesten er den største utfordringen for å få samarbeidet om individuell plan til å fungere. Studien bidrar til å synliggjøre at ansatte i sosialtjenesten er i en presset situasjon, hvor de har mye å gjøre, få ressurser, samt lite tid til oppfølgingsarbeid. Som et resultat av dette klarer de ikke å oppfylle lovverkets krav om å utarbeide, følge opp eller koordinere planarbeidet. Dette kan skape konflikter i samarbeidet og resultere i at hjelpen til rusmiddelavhengige blir fragmentert og lite sammenhengende. Informantene opplever i større eller mindre grad at individuell plan har liten funksjon for samarbeidet fordi den ikke er bidrar til å løse disse utfordringene.nob
dc.description.abstractThis paper is about collaboration between the municipal social welfare office and the specialist health services concerning individual plan for drug addicted clients/patients. The aim of the study is to understand the importance of individual plan, by finding out whether the plan contributes to create more complete, coordinated and individual centered services. The topic question is; how does the collaboration between the municipal social welfare office and the specialist health services concerning individual plan work? The empirical data consist of 7 qualitative interviews with three employees from the specialist health services, and four employees in a municipal social welfare office in Oslo. Theories of social work, the Norwegian welfare system, new public management, together with Bourdieu’s thoughts about practice and governmental power in modern societies, are used to understand relations between social structures and informants action. The theoretical perspective is intended to illuminate that the institutional framework, which constitute terms and restrictions to informants actions, are deduced from political decisions. The project raises questions regarding whether individual plan are able to succeed beyond legal conditions and current organization of services. Local governments, in this case the social services staff, have a primary legal responsibility for individual plans. The social service staff are demanded to spend time on coordination and individual centered approaches. At the same time capacity in social welfare offices are limited and administrative procedures are expected to be standardized and effective. It is debatable whether these two requirements are compatible, or if lack of solutions to political dilemmas increase the difficulties in the collaborations and in services. The interviews indicate that lack of resources in the municipal social welfare office is the greatest challenge in the collaboration on individual plan. The thesis contributes to point out that the social service staff are in stressfully situations, as they are responsible of a large number of cases and are short of time in each case. The outcome tends to be that they don’t fulfill their legally required responsibilities to establish, follow up and coordinate individual plans. This can cause conflicts in the cooperation and result in services being fragmented and incoherent. The informants, in varying degree, consider individual plan as dysfunctional, and not as a solution to the challenges in the field.en_US
