The need for skilled manpower in the health and growth sector in Norway is large and expected to increase in future years. It is desirable that more unskilled workers take vocational training to meet the need for skilled workers in the sectors. There are relatively few unskilled adults who participate in vocational training based on current models. The Ministry of Education and Research invited in 2011 five counties to develop and test new training models adapted to adults in work. In this article two new training models are used as the basis to identify the factors that will contribute to that unskilled adult workers choose to start and carry out a vocational training. One important factor to increase the likelihood that more unskilled workers carry out a vocational training, is that the training should be part of the working day. Another one is that that the candidates find it very demanding to change work location to get enough practice. Therefore the employers should make good cooperation agreements to make it easy for the worker to change workplace and get enough practice. Thirdly, the companies should get grants for each candidate, so that they can afford to educate more workers at the time. Fourthly, everyone who wants to take a vocational education should be given the opportunity to do so. The county administration should have the means to offer training of unskilled workers at the workplace. Fifthly, it is important that those who have started an education get positive feedback in their daily work and from their network, so they stick to the decision to complete the education.en_US
