Une perspective européenne : sur la collectivisation des valeurs et des rentes foncières (public land value capture)

Abstract

Cet article propose une synthèse des résultats issus d’un projet de recherche sur la collectivisation des rentes foncières urbaines en Europe. Ce projet, qui a réuni une centaine de chercheurs, a notamment débouché sur un ouvrage collectif ayant rassemblé 29 monographies nationales. L’article présente d’abord le cadre conceptuel communiqué aux chercheurs afin de permettre la comparabilité des monographies nationales. Il développe ensuite deux sections avec, premièrement, une analyse des instruments qui permettent une collectivisation récurrente des rentes foncières urbaines et, deuxièmement, une analyse des instruments qui en permettent une collectivisation non récurrente. L’article se termine par une conclusion qui, d’une part, souligne les principales généralités observées à l’échelle du continent et qui, d’autre part, dégage diverses pistes de réflexions et d’actions.

This article offers a synthesis of the results of a research project on the collectivization of urban land rents in Europe. This project, which brought together around a hundred researchers, resulted in a collective book which includes 29 national monographs. The article first presents the conceptual framework communicated to the researchers in order to allow the comparability of the national monographs. It then develops two sections with, firstly, an analysis of the instruments that allow a recurrent collectivization of urban land rents and, secondly, an analysis of the instruments that allow a non-recurring collectivization. The article ends with a conclusion that highlights the main generalities observed at the continental scale and identifies various areas for further reflection and action.
