dc.description.abstractIn this dissertation, I explore union organizing as a strategy for professional influence in the workplace. The study is motivated by the fact that there has previously been little overlap between studies of working life relations and studies of professions, leaving union strategies for the protection of professional interests in the workplace largely unexplored. I therefore investigate how unions in the Norwegian public sector conceptualize the role of workplace representatives in professional development work. In the dissertation, I examine and compare the Norwegian Medical Association (NMA), the Union of Education Norway (UEN), and the Norwegian Union of Municipal and General Employees (NUMGE). These unions are to varying degrees concerned with professional issues. The empirical analyses are based on the unions’ own documents, and interviews conducted with workplace representatives from the three unions. The dissertation combines theoretical perspectives from studies of working life relations and studies of professions. Further, ideational analysis and perspectives on institutional logics are used to examine 1) the unions’ ideas about professional influence in the workplace, 2) the importance of profession for perceptions of professional influence through representation, and 3) the interplay between union ideas and workplace representatives’ work. In the dissertation’s first article, I use ideational analysis to examine the unions’ ideas about employee-driven development in the workplace. In the second article, I develop the analytical ideational dimensions to analyze interviews with workplace representatives, and I address their perceptions of their own roles in professional development work, as well as issues related to professional autonomy in the workplace. In the third article, I develop both a union logic and a professional association logic to compare the unions’ conceptualizations of their members’ professional interests and their means of influence in the workplace. Here, the logics are used both to analyze the relationship between the unions’ national and local levels and to explore the opportunities available to local union representatives. The findings suggest that the unions themselves restrict their representatives’ role in development work and thus contribute to maintaining the gap between the intentions of the Basic Agreement(s) and the relevance of cooperation between the local partners for development work in parts of the public sector. In general, the unions convey restricted conceptualizations of representative participation in workplaces, and the representatives’ roles are largely unconnected to professional development work. Professional and vocational interests are emphasized by the unions at the national level, but such issues are generally not forwarded as part of the unions’ strategies for influence in the workplace. Moreover, significant differences were identified between the three unions, and it is clear that there are separate opportunities and challenges associated with being a union of professionals. This is a consequence of, among other things, unions of professionals having access to distinct power resources in terms of their members’ knowledge base and professional communities, however implies that the role of union representative may be perceived as unclear in relation to professional autonomy and professional communities in the workplace. Only the UEN clearly conceptualizes a representative role with responsibility for professional issues, but the informants from the UEN described narrow roles related to members’ wages and working conditions. The opposite is true for the NMA, whose representatives conceptualized a dual role relating to both professional issues and working conditions that is not prominent in the NMA’s documents. The NUMGE makes no attempt to conceptualize its members’ knowledge base as a power resource, but the local representatives reported having a significant influence on development in the workplace. These variations between the unions can be understood considering the organizations' degree of professional orientation, their occupational groups’ different histories and power bases, and perceptions related to professional autonomy. In the study, I assume that the union representatives’ perceptions and actions are shaped by the unions’ dominant ideas and the structures that surround them, but also that the representatives influence the institutions of which they are a part. The absence of clear expectations directed at the local union representatives, gives the individual representatives a great deal of room to maneuver to fulfill the role: Union representatives can act as advocates and representatives of existing ideas or they can challenge established practices by combining available institutional logics. A consistent finding is that the concepts for describing and discussing union organizing as a strategy for professional influence are poorly developed. The dissertation contributes new perspectives and concepts that connect knowledge about working life relations with knowledge about professions. I propose, among other things, a conceptual distinction between collective and representative professional influence, which are exercised by the professional community and elected representatives, respectively. I also operationalize a ‘union of professionals logic’ which describes some unique aspects of such unions, and a hybrid role for union representatives, which describes what it can mean to represent members’ professional interests. The dissertation contributes new knowledge about unions in the public sector, new analytical perspectives on unions and professional associations, and new concepts for discussing working life democracy and professional influence in the workplace.en_US
dc.description.abstractI denne avhandlingen utforsker jeg fagorganisering som strategi for profesjonsfaglig innflytelse på arbeidsplassen. Studien er motivert av at det tidligere har vært lite overlapp mellom studier av arbeidslivsrelasjoner og studier av profesjoner. Dette innebærer at fagforeningers strategier for å ivareta medlemmenes profesjonelle interesser på arbeidsplassnivå er lite undersøkt. Jeg analyserer derfor hvordan fagforeninger i offentlig sektor begrepsfester arbeidsplasstillitsvalgtes rolle i faglig utviklingsarbeid.I avhandlingen undersøker og sammenligner jeg Legeforeningen, Utdanningsforbundet og Fagforbundet. Disse fagforeningene vektlegger profesjonsfaglige spørsmål i ulik grad. De empiriske analysene bygger på et datagrunnlag bestående av fagforeningenes egne dokumenter, samt intervjuer jeg har gjennomført med arbeidsplasstillitsvalgte fra de tre fagforeningene. Avhandlingen kombinerer arbeidslivsteoretiske og profesjonsteoretiske perspektiver. I tillegg anvendes idéanalyse og perspektiver på institusjonelle logikker for å undersøke 1) fagforeningenes idéer om faglig innflytelse på arbeidsplassen, 2) betydningen av profesjon for oppfatninger om representativ faglig innflytelse og 3) samspillet mellom fagforeningenes idéer og de tillitsvalgtes arbeid. I avhandlingens første artikkel bruker jeg idéanalyse for å undersøke fagforeningenes idéer om medarbeiderdrevet utviklingsarbeid på arbeidsplassene. I den andre artikkelen videreutvikler jeg de analytiske idédimensjonene for å analysere intervjuer med arbeidsplasstillitsvalgte. Jeg tematiserer deres oppfatninger om egen rolle i faglig utviklingsarbeid, samt forhold knyttet til profesjonell autonomi lokalt på arbeidsplassen. I den tredje artikkelen utvikler jeg en fagforeningslogikk og en profesjonsorganisasjonslogikk for å sammenligne fagforeningenes konseptualiseringer av medlemmenes profesjonelle interesser og virkemidler for innflytelse på arbeidsplassen. Her brukes logikkene både til å analysere forholdet mellom fagforeningenes nasjonale og lokale nivå og for å utforske hvilket handlingsrom de tillitsvalgte har. Funnene i avhandlingen antyder at fagforeningene selv begrenser tillitsvalgtes handlingsrom og dermed bidrar til å opprettholde gapet mellom Hovedavtalen(e)s intensjoner og partssamarbeidets betydning for utvikling i deler av offentlig sektor. Generelt begrepsfester fagforeningene smale tillitsvalgtroller og representativ innflytelse kobles ikke sammen med faglig utviklingsarbeid. Profesjons- og yrkesfaglige interesser betones av fagforeningene på nasjonalt nivå, men fremstår i liten grad som del av fagforeningenes strategier for innflytelse på arbeidsplassene. Samtidig synliggjør funnene vesentlige forskjeller mellom fagforeningene, og det fremgår tydelig at det er egne muligheter og utfordringer forbundet med å være fagforening for profesjonsutøvere. Dette følger blant annet av at profesjonsfagforeningene har tilgang til egne maktressurser i form av medlemmenes kunnskap og faglige fellesskap, men innebærer også at tillitsvalgtrollen kan oppleves som uklar i møte med profesjonell autonomi og profesjonsfellesskap på arbeidsplassen. Utdanningsforbundet er den eneste fagforeningen som tydelig begrepsfester en tillitsvalgtrolle med ansvar for profesjonsfaglige spørsmål, men informantene fra Utdanningsforbundet beskriver likevel smale roller, der forventningene hovedsakelig er knyttet til medlemmenes lønns- og arbeidsvilkår. Hos Legeforeningen er det motsatt. Her er det de tillitsvalgte som setter ord på en dobbel tillitsvalgtrolle, uten at en slik er fremtredende i Legeforeningens dokumenter. Fagforbundet gjør ikke forsøk på å begrepsfeste medlemmenes kunnskapsgrunnlag som maktressurs, men de tillitsvalgte opplever å ha stor innflytelse på virksomhetens utvikling. Disse variasjonene mellom fagforeningene kan forstås i lys av organisasjonenes grad av profesjonsorientering, yrkesgruppenes ulike historier og maktgrunnlag, samt hensyn knyttet til profesjonell autonomi. I avhandlingen legger jeg til grunn at arbeidsplasstillitsvalgtes oppfatninger og handlingsalternativer formes av fagforeningenes dominerende idéer og strukturene som omgir dem, men også at de tillitsvalgte påvirker institusjonene de er del av. Fraværet av tydelige forventninger til de tillitsvalgte gir den enkelte representant et stort handlingsrom til selv å fylle sin rolle. Tillitsvalgte kan inngå i rollen som representant for det bestående eller utfordre etablert praksis og kombinere tilgjengelige handlingslogikker. Et gjennomgående funn i avhandlingen er at det er et lite utviklet begrepsapparat for å beskrive og diskutere fagorganisering som strategi for faglig innflytelse. Avhandlingen bidrar med nye perspektiver og begreper som binder sammen kunnskap om arbeidslivsrelasjoner og kunnskap om profesjoner. Jeg foreslår blant annet et konseptuelt skille mellom kollektiv og representativ profesjonsfaglig innflytelse, som henholdsvis utøves av profesjonsfellesskapet og tillitsvalgte representanter. Videre operasjonaliserer jeg en profesjonsfagforeningslogikk som beskriver noe av det særegne med profesjonenes fagforeninger, og en hybrid tillitsvalgtrolle som beskriver hva det kan innebære å representere medlemmenes profesjonelle interesser. Avhandlingen bidrar med ny kunnskap om fagforeninger i offentlig sektor, nye analytiske perspektiver på fagforeninger og profesjonsorganisasjoner, samt nye begreper for å diskutere arbeidslivsdemokrati og profesjonsfaglig innflytelse på arbeidsplasser.en_US
