dc.description.abstractProsjektet setter søkelyset på foreldre som har barn med alvorlig sykdom eller funksjonsnedsettelse. I politiske styringsdokumenter legges det vekt på helhet som løsning for denne gruppen. Oppgavens hensikt er å få tak i hva som skjuler seg i denne løsningen om helhet. Problemstillingen lyder som følger: Hvordan blir problemene til foreldre som har barn med alvorlig sykdom eller funksjonsnedsettelse, forstått i disse dokumentene når helhetlige løsninger synes å være svaret? Og hvem eller hva gis ansvaret for at løsningen innfris? Som metode er det gjort en dokumentanalyse av lovforarbeidene til helse- og omsorgstjenesteloven fra 2010-2011, lovforarbeidene til lovendring om styrket pårørendestøtte fra 2016-2017 og Regjeringens pårørendestrategi og handlingsplan fra 2020. Datamaterialet er analysert med bruk av diskursanalyse, nærmere bestemt «what’s the ‘problem’ represented to be»-tilnærmingen. Sentrale funn er at problemet i stor grad gjøres til manglende oversikt og fragmenterte tjenester, der kommunene spiller den viktigste rollen for å sikre løsningen om helhet. Kommunene opererer i et spenningsfelt mellom for mye styring fra staten og for lite. De pårørende forstås som sårbare, med selvstendige behov som ‘brukere’, men samtidig forventes det mye av dem som foreldre og pårørende, og de gis mye ansvar for at løsningen om helhet skal kunne innfris. I den grad det kan konkluderes med noe, gir analysen innsikt i hvordan helhet forstås som en god, overgripende løsning på et komplekst problem som også kan gi innsikt i utfordringene det offentlige har med å løse problemet. De pårørende gjøres, hovedsakelig sammen med kommunene, til sentrale i sin egen løsning, og de som skaffer sin egen helhet. Nøkkelen til gode tjenester handler her om nærhet til de som har behov for tjenestene. Dermed blir kommunenes og de pårørendes ansvar forstått som nødvendig for å få til det som anses som gode løsninger og tjenester.en_US
dc.description.abstractThe project focuses on parents who have children with a serious illness or disability. In policy documents, holism is seen as a solution for this group. This thesis aims to analyse what lies behind the solution of holism. The problem formulation used is as follows: How are the problems of parents with children with serious illness or disability understood in these documents when holistic solutions seem to be the answer? And who or what is given the responsibility for the solution being fulfilled? This has been analysed through a document analysis of the draft legislation for the Health and Care Services Act from 2010-2011, the draft legislation for amended legislation on strengthened support for informal carers from 2016-2017 and the Government's informal carers strategy and action plan from 2020. The data material has been analysed using a form of discourse analysis called the “what’s the ‘problem’ represented to the be”-approach. One central finding is that the problem is largely made up of a lack of overview and fragmented services, where the municipalities play the most important role in ensuring the holistic solution. The municipalities operate in a field of tension between too much control from the state and too little. The parents as informal carers are understood as vulnerable, with independent needs as 'users'. At the same time, they are given a lot of expectations and responsibility for the holistic solution to be fulfilled. To the extent that conclusions can be drawn, the analysis provides insight into how the holistic perspective is understood as a good and overarching solution to a complex problem. It also provides insight into the challenges the public sector face in solving the problem for these families, precisely because the suggested solution is overarching. The parents as caregivers are, together with the municipalities, made crucial in their own solution, and are seen as vital in order to acquire their own holism. The key to good services is understood to be closeness to those in need of them. Because of this, both the municipalities and the parents as caregivers need to have responsibility in order to achieve what the politicians view as good services and the desired solution.en_US
