The topic for this study, is local priority of elderly care in Norwegian municipalities. How does local factors influence decisions in how to organize the elderly care. The study wants to show if the municipalities have any typical characteristics that makes them choose either homebased care or nursing homes, which is the two main categories. It is a quantitative study over Norwegian municipalities in 2015. The study shows that there is some differences, and that the municipalities responds to local demands, needs and restrictions. Yet, the differences are quite small; this study can not prove large differences in the priorities between home based care and nursing homes.en_US
