dc.description.abstractDet digitale informasjonssamfunnet har medført nye utfordringer for demokratiet og offentligheten. Ekkokamre, falske nyheter og andre problemstillinger har ført til økende bekymring for hvordan dette kan påvirke demokratiske prosesser og den offentlige samtalen. Denne studien undersøker hvordan Kulturdepartementet beskriver disse problemene, og hvordan de foreslår å løse dem. I tillegg undersøkes departementets demokrati- og offentlighetsforståelse, og bibliotekets rolle i det digitale informasjonssamfunnet. Resultatene ses også i et tidsperspektiv som gir inntrykk av utviklingen over tid. Oppgaven er en dokumentstudie, der kvalitativ tekstanalyse benyttes som metode. Kildene som analyseres er stortingsmeldinger om kultur og bibliotek, samt bibliotekstrategier. Som teoretisk bakgrunn brukes Jürgen Habermas teorier om den borgerlige offentlighet, kommunikativ handling og systemverdenens kolonisering av livsverdenen. Resultatene viser at Kulturdepartementets forståelse for hvilke utfordringer digital informasjonsteknologi kan ha på demokratiet og offentligheten, har økt sterkt i de senere årene. Kultur anses som et botemiddel mot en fragmentert offentlighet, og bibliotekene gis en tydeligere rolle som tilbydere av digital veiledning og opplæring.en
dc.description.abstractThe digital information society has brought new challenges for democracy and the public sphere. Echo chambers, fake news and other problems has led to growing concern for how they can affect democratic processes and civil discourse. This study investigates how The Royal Norwegian Ministry of Culture (RMNC) describes these problems, and how they propose to solve them. In addition it investigates RMNC’s understanding of democracy and the public sphere, and the role of libraries in the digital information society. This thesis is a document study which uses qualitative text analysis as its method. The analyzed sources are reports to the Storting (white papers) about culture and libraries, as well as library strategies. As theoretical background Jürgen Habermas’ theory of the public sphere, communicative action and the system and life-world, are applied. The results show that RMNC’s understanding of the challenges digital information technology may pose on democracy and the public, has increased severely over the last few years. Culture is regarded as a remedy against a fragmented public sphere, and the libraries are given a clearer role as providers of digital guidance and teaching.en
