dc.description.abstractdenne masteroppgaven har jeg sett nærmere på bibliotekutvikling med bruk av prosjekt- og utviklingsmidler. Ved å undersøke søknadene sendt til Nasjonalbiblioteket i perioden for Nasjonal bibliotekstrategi 2015-2018 har jeg undersøkt hvordan bibliotekene tematiserer det utvidede samfunnsoppdraget de er satt til å løse. Ved å undersøke hva bibliotekene søker midler til, om det er forskjell på det små og større bibliotek søker om, samt om bibliotekene imøtekommer statens forventninger til utvikling med sine søknader, besvarer jeg den overordne problemstillingen. Resultatene sees i lys av institusjonell teori og offentlighetsteori, for å forklare og begrunne hvordan og hvorfor bibliotekene er villige eller uvillige til å gjennomføre endring. I hovedsak kan funnene oppsummeres med at bibliotekene i stor grad fremstår som endringsvillige, og tematiserer samfunnsoppdraget på en måte som imøtekommer intensjonen i Nasjonal bibliotekstrategi 2015-2018. Bibliotekene stadfester sin posisjon og rolle som arena i samfunnet, og har evnet å skape større oppmerksomhet rundt sin drift. Dette vises blant annet i økt aktivitet og økte besøkstall i bibliotekene.en
dc.description.abstractThis master thesis studies the use of project and development funding as an instrument for library development. By examining the applications sent to the National Library of Norway under the National Library Strategy 2015–2018, I have studied how public libraries thematise the extended social mission they are mandated to perform. The overarching research questions are addressed by investigating the content of the funding applications, whether there are differences between smaller and larger libraries, and to what extent the funding applications reflect the development goals and expectations set out by the national government. To explain why and how libraries are willing or unwilling to change, the results are examined within the context of institutional and public sphere theory. The main findings are essentially that libraries to a large extent appear willing to change and adapt to the social mission outlined in the National Library Strategy 2015–2018. Public libraries have affirmed their position within society and role as a social arena; they have also succeeded in increasing public awareness of library operations, illustrated for example in significant increases in the total numbers of library activities and events and in total visitor numbers.en
