The article presents a study of how Norwegian mu
nicipalities use new flood
inundation maps with
«climate factor» information in their local plans. Th
ese maps show the area with a certain probability
of flood occurrence (0,5%, i.e. area that will be fl
ooded by a 200-year flood)
both under the present cli-
mate and at the end of the century under the high
emission scenario (RCP8.5). Based on a nation-
wide survey, I found that large municipalities integrate climate adaptation concerns in their local
plans more than small municipalities. In-depth in
terviews of the political and administrative lead-
ership in eight of the approxim
ately 20 municipalities having such maps, indicate that the maps
function to translate natural science information
into local planning-and
decision-making. However,
the same differences due to size of
the municipality were found here.
There is also a «decentralization
of dilemmas» in that difficult decisions are taken at
the lowest planning level (detailed zoning plans).
