    Undermineres arbeidsviljen av velferdsstaten?

    Abstract
    Det er frykt for at en velferdsstat med sjenerøse trygdeordninger over tid vil undergrave arbeidsinvolveringen med det resultat at stadig flere vil foretrekke å leve på trygd. Denne studien viser at arbeidsinvolveringen i befolkningen er høy og stabil over tid. Riktignok er den noe lavere blant personer som ikke er yrkesaktive, men forskjellen til yrkesaktive har ikke økt nevneverdig. Også blant unge holder motivasjonen seg høyt. Dataene gir støtte til institusjonell teori: En koordinert markedsøkonomi sammenvevd med en universell velferdsstat tuftet på politikk for full sysselsetting som tildeler sjenerøse trygdeytelser ut fra deltakelse i lønnsarbeidet, gir høy arbeidsinvolvering.
     
    There is a risk that welfare states offering generous benefits will, over time, undermine people’s employment commitment, resulting in higher preferences for living on welfare benefits. This study shows, however, that employment commitment is high and stable over time, although it is somewhat lower among the unemployed and those outside the labour market. There is also a high level of employment commitment among the young. The empirical data give support to an institutional theory: A coordinated market economy interwoven with a universal welfare state based on policies promoting full employment, assigning generous benefits according to participation in paid work, results in high employment commitment.
