dc.description.abstract | The purpose of this study has been to gather knowledge about how the introduction of the trust reform in Oslo municipality has affected the management and leadership of the municipality.
We have studied this by comparing allocation letters from 2015 and 2019. The allocation letters from 2015 are prior to the introduction of trust-based management and leadership, and letters from 2019 are two years after the formal decision on the introduction of Trust-based management and leadership. The allocation letters are one of the formal management tools used in Oslo municipality, and is an operationalization of the budget document.
Our research question is: Have management practices in Oslo municipality changed after the introduction of Trust-based management and leadership?
In this study, we have used a model to look at whether the introduction of trust-based management and leadership has lead to any changes in:
1. political detail management
2. activity-based management
3. goals and performance management
To find answers we have studied all the available allocation letters and counted purposes, visions, measures/assignments, verbal decisions, so-called goals, actual goals and number of pages. By looking at the changes between 2015 and 2019, we can say something about if and how the introduction of Trust-based management and leadership have changed the management of Oslo municipality. | en_US |
